Provincial deliberations
As part of the national initiative to strengthen evidence-based priority setting of health interventions for Universal Health Coverage (UHC), the Nepal Health Economics Association (NHEA), in collaboration with the Ministry of Health and Population (MoHP), the University of Bergen (UiB), and the Bergen Centre for Ethics and Priority Setting (BCEPS), has been facilitating provincial-level consultations across Nepal. These consultations mark the second stage of the priority-setting process. Building on earlier quantitative analyses of cost-effectiveness and disease severity, the provincial deliberation workshops engage policymakers, health managers, public health professionals, civil society representatives, and development partners in structured feasibility appraisals. Stakeholders assess candidate interventions across four domains: administrative, technical, political/social, and legal feasibility. Workshops held in Karnali and Sudurpashchim provinces held, have demonstrated the value of this participatory approach. Stakeholders have identified which interventions are most feasible within local health system capacities and where challenges—such as human resources, infrastructure, financing, or societal barriers—may hinder implementation. These discussions have underscored the need to contextualize national priority-setting frameworks within the realities of provincial health systems and to ensure that the Essential Health Care Package (EHCP) is both evidence-based and practically deliverable.
